Clear the path where you want to build roads then use road roller to level the surface. Use heavy excavator crane and dump truck to take the sand to dump it. Throw tar to make new roads and use painter to paint the roads.
You will need to transport construction material using heavy trucks and then operate heavy excavator with the smooth hydraulic controls. The terrain and roads are really rough so drive carefully and navigate near the sand and gravel on the construction site.
